Eyeliner Is Running

I use under eye concealer, powder, and then waterproof eyeliner under my eyes. The concealer makes the eyeliner run. I know this because I put the eyeliner on the other day without concealer ( I was not going anywhere), and the eyeliner stayed on until the next day. Does anyone have any suggestions?
