Eyeliner Dilemma

My eyeliner will not stay put in the inner corners of my eyes. I have used eye primers with eye pencils, liquid eyeliner and felt tip pencils. They all seem to fade or just disappear. What can I do to keep this from happening? What brand really seems to work the best? (This happens only on the inner eye corners.)
