Eyebrow Dry Skin

The skin in my eyebrow area is very dry. Sometimes it is so dry it kind of gets "peely" which makes putting on eyebrow pencil a mess. Is my eyebrow pencil doing this? Do you moisturize your eyebrow area?

p.s. my brows are sparse, I CANNOT go without a brow pencil
