@KatieB @I can't directly answer your question, but I can say that the most effective ingredient to lower puffiness under the eye is caffeine. Look for those creams that contain caffeine.

My recommendation is always Mad Hippie Eye Cream.  It addresses many concerns successfully.

I really like my It Confidence In An Eye Cream.  But if I notice extra puffiness and have the time, I use cooled, wet teabags and let them sit on my eyes for a few minutes laying down.  That was my mother's tip.

Really and truly---the only thing to get rid of bags under the eye is a plastic surgeon---I have them and have had them all my life--nothing works--there are fat pads that need to be removed. Mine are permanent----maybe if you have slight puffiness from no sleep or too much salt or allergies, those topical things work---never have for me.
