Computer Question

I have a message at the top of this page with the Q symbol that says my cookies are disabled in my browser settings.It says to sign in or order I have to enable cookies. I tried signing in and ordering . Both worked. Can anyone one tell me what this means? Should I do it?What's a cookie?
