It's suppose to be.  My Dad used it on a very dry part of his leg.  It was a roll-on stick.  Over 65 years ago he lost his foot in a train accident.  The prosthesis they had back then was awful.  He was in constant pain but never, ever complained.  Not once.

We used it for tanning, really! I had a great tan during my late teens but the result is lots of sun spots and discoloration. We were wrong to use it for that and I doubt it worked well as a moisturizer There are many products offered for you to try.

So sorry for him, my son died in 1998 ,having his left leg amputated.

Cocoa butter is a good moisturizer b/c it has skin-loving fatty acids, vitamin E and antioxidant polyphenols (helps reduce inflammation, maintains elasticity and improves skin tone).

In the winter I use Vaseline Deep Moisture Body Cream, comes in a tube and works well as a body moisturizer.

Cocoa butter didn't seem too moisturizing, jmo.

Growing up my mom was a bought it faithfully. Ever time I got a scar she would tell me to rub coco butter on it after my scar heals. I do believe it worked. I always felt so grown up using her stuff!

I used cocoa butter on my pregnant belly as it enlarged to prevent the ugly red strech marks. It worked like a miracle! I never had any red marks or strech marks at all. My skin returned to normal within a couple of weeks and I was wearing my own clothing easily by that time, as well. Couldn't tell I'd ever had a baby and I returned to wearing my little two-piece bathing suits!

Also used cocoa butter for diaper rash. Worked like a charm.
