Bouncy Blush?

What the heck is bouncy blush? I have seen commercials for one by maybelline and it sounds like tarte will have one in the upcoming March TSV? What is the appeal of a bouncing blush? I love blush but I can't see what the appeal of it is? Is it a sponge?
