BE Primer question

I like BE's primer over LG - but I never know when it's dry--Is it instant or what? I don't use BE foundation ( accentuates my lines too much) but I do use LG's B/B and I also have LG's primer which does take a while to dry. So I can't really tell when it's okay to put BE's on because it doesn't even feel wet when I'm putting it on. An explanation would be appreciated because i like BE's better.
