BB eye shadow and matte eyeshadows

A while ago I purchased the two matte eye shadows. They burnt my eyelids bad so I put them away and forgot about them. During the last BE shows I purchased the BB eye shadows as I thought the colors were really pretty. I just received them and when I put it on my lids, it started burning so bad I couldn't get it off quick enough.

Am I suppose to apply something else first before the shadows...like a primer? I just cannot figure out what is causing the burning and was wondering if anyone else has had this problem and what you did to stop the burning. Love the colors but this was quite painful!
