The town has rules like when garbage is put out for collection, no junk is ever in anyone's yard, there is a noise rule, animal control etc. We are lucky there are no 'run down' areas. It is a nice town with no HOA. Are there towns in the county I would not live in? Yes.
Same for me. I've never lived anywhere that (IMO) an HOA was needed. No issues ever arose that weren't easily handled by the town or city. And there were very few issues. I've lived in cities, the suburbs, and small towns, and all of this was fine in every one of them.
The idea of people being allowed to run wild and free, leave out junk, not maintain their homes, etc. unless there is an HOA makes no sense to me. Certainly not all cities and towns are responsive to problems, but not all HOA's are either.
