I would kindly suggest that you discontinue your practice of telling/motioning for other drivers to get off their phones. There are far too many hotheads on the road who do not take kindly to being told what not to do by ANYONE. This can lead to very, very dangerous ROAD RAGE and can end very, very BADLY. Just this past year in the city where I live a gun battle started and one man ended up dead. These were not gang banger type people, just men who could not control their temper over a very minor traffic incident. With some people who have had a bad day, something like being told they should stop using their cell phone can be the last straw. You never know. It is not worth it.
On a serious note, I agree with 4Kicks. I often tell DH I wish I could be a policemen's helper and go around writing down all the serious infractions that we see on a daily basis and report them. We see so many that DH says they'd pobably say I'm a nuisance and tell me never mind!
Once when DS's were small I blew my horn at someone who cut me off. He swicthed seats with his passenger, while driving, and proceeded to expose himself out the passenger side window. I was close to my home but realized they were following me. DS's and I were very afraid and so I drove instead to the nearest police station and they backed off. I never blow, gesture or say anything anymore! It's just not worth it. To many NUTS on the road. No manners and no value for life.

I agree with those advising not to take direct action. Road rage is so instantaneous, I would be worried for you.
On a related note, in California you can still dial 1-800-EXHAUST if you see a car spewing a lot of exhaust fumes. You don't need to do it the instant you see this. You can report it later with the time and vehicle description, and license number if you got it.

in my state there is a fine for texting while driving but it is a joke - less than $90
thats why there are many who i still see texting. there is no deterrant.
some people use their camera app on a cell phone to take a pic of the license plate and then report it.
i don't do this but i have seen it done - i drove around a car with two persons in it stopped in the road looking at a beach bar to see if it was open. they just stayed there in a dead stop for several minutes and when an oncoming car had passed, i drove around them. one of them immediately whipped out the phone and i could see they were snapping pictures. nothing happened but it was kind of wierd. the road wasn't even busy and they should have pulled over. but, you never know what will tick someone off.
