The apology (to me) reads like they are admitting what happened (the Letter Carrier signing your name) happened. Your Letter Carrier is not coming to your door. Most likely he/she has probably has been assigned to another route. What else do you want?

I forgot to mention, @cbrite, I had something similar happen with a different carrier. I'd ordered something from amazon and the shipper chose I forgot which carrier (one of the smaller ones) and the online notice said it was "given directly to recipient." That wasn't true; they only just left it by my door. Leaving by the door is OK, but don't say you gave it directly to me.
I wrote the seller to let him know that maybe he might want to chose another carrier in the future. He was grateful.

It does sound like a "canned" response. I would contact the postal inspectors.
And while it may be inconvenient, I think I would take a day and sit out and wait for the mailperson to show up. But that's just me...I can tend to be a little persistent when something bugs me.

The Post Office that deals with my 'case' and fraud is in the mid west....Jerry said it was really cold there. I forget which State he said they are in, exactly.
The Post Office which handles MY mail here, is also in another City...about 30+ minutes away approx.
We do have a Post Office about 2 minutes away but they said they do NOT handle mail in my zip code - go figure that one.

Hi @cbrite! I think the key part is what I put in red ~ they're offering you the opportunity to speak directly with the inspector.
Plus they say the package was signed for but they didn't say "by you".
I would call the inspector and make it clear the case is still open to and not settled to be sure the management is still looking into it and to answer any questions too.

I agree about the mailman going to her door. I doubt he will, and there's no need to fixate on that. I'm sure they're advised to avoid direct confrontation, and he knows that's what this would be, especially since the OP was obviously demanding it repeatedly.
I also agree that actually going into the post office is the best idea. She should find out which post office handles her mail, go there, and speak to someone. What was received is clearly a form letter.
Having said that, I want to add that I wouldn't hold out much hope of anything further happening. I say this based on two recent experiences: In the first, I had moved and discovered my mail was not being forwarded. I did everything possible, went over the heads of my former local post office, was told it was unacceptable and would be rectified, and was promised repeatedly that I would hear back from someone with a resolution. It never happened, and now I've been in my new home for over a year, so that's the end of that. I never even received a form letter type of reply. No resolution, not even a pretend one.
In the second, I sent a baby gift to my niece on the west coast a few years ago. I had insured it, and she never received it. My local postmaster helped me fill out the insurance claim form, and it was rejected because - acccording ot the letter I received - I hadn't filed the claim within the allottted time period. But I had! It was clearly stated on the form, and when I went back to the postmaster, he agreed. So I filed an appeal, and it was rejected again. I appealed one more time, and received a letter that I had met my limit for appeals and the case was closed. So that was the end of that. The postmaster was baffled, but there wasn't anything he could do about it.
That's how the post office generally rolls - They either have you running in circles or they just end the whole thing whether it's been resolved or not. I advise not putting a whole lot of energy into this situation, especially since now everything seems to be okay. And definitely stop badgering the mailman by leaving notes. That's not going to get the desired result.

would be surprised if they lose their job; I have signed up for USPS "informed delivery;" they email a picture of each piece of mail when it is scanned each morning; that way you know what to expect in your mailbox; we were having many days with no mail at all in our mailbox....when I called the post office, they said it was normal to not get any mail most days...well it isn't for us! since I signed up we have not had a single day with no mail.....hmmmmmm
