@CalminHeart  Thanks for sharing your experience with Etsy.  I have made several purchases of small things (I think each less than $100) and always had a good experience, which is why I was tempted by the larger things.  I think it's a good website to shop for crafts.

They have antiques from United States sellers (which I think I would try if I could check the seller, many have other sales venues, and I think Etsy reviews are legit), but wasn't sure about foreign sellers, because I would think we have less recourse if things went bad.

Did your sister use a credit card?  I guess it was a bank account card?  I have always recovered my money using credit cards with regards to disputes, though I have never had false charges, just disputes.  One vendor charged me a very large amount in error, but they realized it and sought to correct it right away.  Am Ex said the credit is set aside at the time of the original transaction, but it is not processed until the vendor makes an additional submission, and that I couldn't even challenge the charge or have it removed until the deadline for the vendor to make the submission has passed, even when the vendor acknowledged right away it was a mistake.  Since the final vendor charge never came through, Am Ex let the charge disappear I guess would be the best word, case closed without problems.  Other disputes have been settled with the credit card company crediting my account.  They do ask that one first try to work it out with the vendor, but if one can't, the credit card company has always issued me a credit.

My sister is physically and intellectually disabled from a very serious stroke at age 53. I nicely talked with her many times about using her bank card online but she wouldn't listen. I had to clean things up twice while I was her conservator. After a lot of abuse, I went to court and had a third party administrator assigned.

@CalminHeart   I am sorry you have these challenges.  I can't even imagine.
