I think they celebrate Lincoln because he freed the slaves and Washington since he is the first President of the US

Illinois is 48 out of the 50 in education.

I was in Chicago, Illinois for most of elementary school, so Lincoln's birthday was always a big deal.

Not sure.  I remember always having schoolwork related to Lincoln around his birthday.  Art projects and such.
