Personally I feel that if it is that bad.....I WOULD MOVE.  They are not going to change anything very much if you do complain, and having neighbors who hate you might just be worse that messy neighbors.  You will take a loss on your home value  most likely. But to me that is better than losing my sanity and feeling unsafe.

I agree with @Nightowlz.  I'd call the police and ask them to have a little man-to-man chat with your neighbor.  If you get a lady cop, all the better.

I wonder why some folks will think it's ok to urinate, or have your dog urinate, on the property of others.   It's just so nonsensical.

The only problem we're having on our little street is that one of our neighbors decided to feed a wild cat.   Now, don't get me wrong - I love animals to the moon and back.    But I also know that it is profoundly irresponsible to do this.

If he would have taken the cat in to be spayed/neutered and get shots, then take the cat INSIDE his house, nobody would have an issue.  But nooooo!  This guy just decides to put food out and if that weren't enough, he removed one of those vent-looking things from the bottom part of his house so they can go under there.

Needless to say, this causes over-population and the spreading of disease.  Furthermore, the issue we and a few of our other neighbors have is that they want to go after the birds.  And, yes, this one cat is now numerous cats.   We enjoy the birdies, as do some of our other neighbors, so this is incredibly problematic.

This guy is an idiot, anyway.  He has told my husband he will get rid of 'the cat' but not only has that not happened, but 'the cat' is probably now at least half a dozen cats.  It's very upsetting.

@Stormygirl ~ Okay, this really bursts my bubble.  Like you, I always thought if I found a place with some acreage the neighbor problems would be over.  I actually found a place in upstate NY on 15+ acres that I can't stop thinking about.  It can't happen right now due to several things but I think about it often for the future.  I can't imagine going through the stress and expense of moving then having to deal with a whole new set of neighbor problems (which could be worse than what we deal with already).  That stinks.......(sorry you had to go through that).

@StraytoStay ~ I like the idea of a security camera.  In our town you need proof of a neighbor doing something that violates code.  Also, is there a health department you can call?  If the local authorities can't help I'd bet the health department can.  Please keep us updated.

@Julie928  I agree - you can get into a whole new set of issues when you move to get away from the issues you now have. You must be very careful when choosing your new home & if there is an HOA ask to see the rules governing pets or resident behavior before you buy.

One more thing.... I agree with the poster who said to be very careful.  If this guy is peeing where only you see him and a complaint goes in and the cops talk to him.... he'll know who lodged the complaint by virtue of him knowing where he pee'd and who might have been able to see him. It actually may make the situation with these neighbors worse...  I would hope not but it's always a possibility.

Anonymous postcard?  You can't be serious.  I'd call the police and explain the situation ask for suggestions on how to handle it.  If you antagonize them they can torture in ways that make peeing on your fence seem like child's play.

Urinating in public is a misdemeanor in my area so I'd notify the police.  Well, I personally would let it go, but it obviously upset you so you should contact the authorities.
