@SAM55.  You and your husband have a perfect right to be angry.  There's only one solution I see, a fence. 

 

It's funny, in my part of the country, when people move into a home, a fence is the first thing they have added.  In my whole city of about 100,000 there is not a house without a fence.  They make for great neighbors.

 

Yes, they're expensive but think of the stress and anxiety one would save.

Both families should split the cost of the fence if you go with that.

Why should it be completely on you, they are the problem. 

 

Big money for a fence. Address this with the new policewoman.

Realistically, they cant get their neighbor to stop letting their dog use their lawn, how would they be expected to conform to paying thousands for half the cost of a fence.

 

I could not stand my neighbors on one side after I moved in. I couldnt afford a whole fence so I started with that side of my fence. Took me a couple of years to complete and i do not care that they enjoy the other side lol They could not control me putting one up or what i chose and i loved that fact.

We had the same problem in our neighborhood. The dog owner was a federal Agent. She let her German shepherd run off leash and it used every yard as a toilet. The dog also snarled at joggers and became a rel issue. The owner kept saying the dog was trained and she could control it with voice commands.  A neighbor called the Agent's boss and asked if law enforcement did not have to follow the law. After a few phone calls the problem stopped. Believe me anyone who works for the government does not want the threat of this going up the chain of command .  Document everything with pictures. You can also send a letter to the editor of the local paper. If it gets published the Police Chief would handle the problem immediately.  I know this escalates the problems but these people are not your friends and have treated you horribly.

Call her boss the Chief of Police. They do not want any issues that could embarrass them. Ask if why law enforcement officers refuse to follow the law. Problem will be solved.

Sounds like an issue for the Board of Health to get involved with.
