@CalminHeart I agree, why would you go to HR. Once you go to HR, you've drawn a line in the sand, and I think the attitude toward you is forever changed.
HR is there to protect the company, not the employees, that is how I look at HR.

I completely agree with your last sentence. I didn't hold it against employees who went to HR but I know HR will look out for the corporation before the employee or manager.

How do you know he's not trained or capable of writing a memo that Legal could review and modify? All you know is one side. The advice you're giving is a big risk for someone so close to retirement.

I didn't know how to do any of these things before the first one but I was willing to try, to learn.
As a manager, I'd rather have an employee try and fail than not try at all. There was always something in what they wrote or did that could be used. I didn't fault them if it was a stretch and they didn't get it right. I always gave them credit for trying.
However, since all this started, things changed, as they often do in business, and OP is off the hook.

If it's your job, just suck it up and do it. Sometimes we have to do stuff we just don't like. Just deal with it. You only have 8 months left.
If it's not your job, then tell him to give it to someone else. Easy peasy.

As I said stated in a prior post:
I hope the next time, for example, you have a brake repair done on your car that you please hang on tight as you're going down the hill and the brakes don't work. The work may have been done by an employee that "wanted to try and possibly fail" rather than "not try at all".
The next time you're having blood drawn and you're in excruciating pain, just remember....the employee is just giving it a try and must be failing but please remember as you're screaming in pain "at least they tried"!
When your home is on fire, because the electrician gave it a try, but failed, just say to yourself "at least he tried".
When an employee at the hospital bills you for $100,000 bill vs $10,000, while your trying to get the issued resolved for the next couple of weeks and many hours later, just remind yourself that it must of been an employee giving it a try and willing to learn, but the employee must of failed!
When a beautician does not feel comfortable coloring your hair, but she wants to learn and give it a try, just remind yourself when you look in horror at your hair in the mirror, "that's okay, she must of given it a try, as she was just an employee willing to learn, but she must of failed".
Etc. Etc. Etc.

I guess I'm wondering - since he was originally asked to prepare this - if it doesn't have "something" to do with your department. And yes, I get that the two of you aren't lawyers, but do the lawyers know everything about your department/work? Would it have helped them if you indicated some of the potential issues involved in the reimbursements?
If you personally know absolutely nothing about whatever is being reimbursed, is there someone in your department who might have helped you?
It just seems very odd to me that your supervisor would have been tasked with this if his department had absoluely no involvement in or knowledge of the reimbursements at issue. Very odd.

Of course you can compare apples to oranges. Quite easily, in fact:
