Neither. If I'm going somewhere strange or new I give extra time for "getting lost". GPS is not a perfect system. You have to be on time for things like planes and trains. On the other hand, when it comes to more casual meetings and settings, I find that people are are not always so diligent. I plan on being on time but never to be late.

20 minutes early.   I would rather just sit in my car and wait rather than be stressed that I am going to be late.

When I scheduled a committee meeting for 10:00, it started at 10:00, not 10:10 or 10:20, and people knew that.

I would rather be 20 minutes early but I can't stand when I'm having a dinner party or get together and someone invariably arrives 20 minutes early which is usually when I'm tidying myself up after running around getting everything ready.  Then they come in and start talking and I can't anything done.  Drivers me nuts!
