I have used them for years without any problems until recently. Whenever I had cash available for payout, it was a simple procedure. 

However, not the case this time. I looked at my account and it showed cash out available. There was even a message that said "Sweet! You have cash available for payout"!

Then when I click payout and try to choose the ACH option to have it deposited into my checking account, a big red box pops up and says, "please note you are currently unable to cash out any available cash back from this account. Please contastct us so that we can resolve this for you".

No phone number and the only way to contact is to open a support ticket online. 

I have done this 3 times and their answer is that they need copies of sales receipts for my purchases. Makes no sense to me. Most of my purchases are online purchases like QVC, so, there is no actual receipt. I keep asking them why, since they can obviously see my purchases in my purchase history if they are paying cash back on them.

I am so sorry to hear this, I always cash out with a gift card to amazon since they top that off by 2%. Why not try cashing out with one of the gift cards they offer in a payout, always topped off. 

I never check off to have them deposit in my chk acct, dont want to give them access to my bank acct.

I am currently angry at them.  I buy a lot of things from QVC and have a lot of pending transactions.  I noticed my pending dollar amount dropped by a LOT so I looked at the entries and EVERY SINGLE QVC entry had dashes through the numbers and it says declined.

 

I emailed TopCashBack and asked what was going on.  They responded that the problem was not on their end.  They said the Seller (QVC) had denied the purchases and that I would have to fill out a form on each one to dispute it.  OMG.

This seems to happen often with Q transactions, so glad I stopped Q shopping and dont have that problem, I have no trouble getting and keeping my HSN rebates.

Well, that is awful! I noticed several of my QVC purchases had a line through them like you said and marked declined. I wondered what the deal was with that.

Same with my account...many have lines through them. All QVC. QVC is really the one I use TCB most for, occasionally for HSN.

 

I've never had the cash out problem, though...and only just a few days ago had a small cashout, no problem.

 

But I do wonder why so many are declined. Some, I know, are that I cancelled the item afterward, but not as many as I see lines through. I'll never go through all the trouble to keep up and figure out what item it was and contact QVC...Puleez for like $2, no thanks.

 

But that said...I still have used TopCashback, without much issue, for 4 years and made back probably total about $250. Money is money...I'll take it.

 

I tried Be Frugal once...something was complicated, never followed through.

 

Also tried Rakuten about the same time I discovered TCB, but never kept up with them. Of the 3, while TCB maybe is not perfect, it was the best, for me, of the 3 I tried.

That used to happen to me all of the time not only with the Q but with other retailers also.

Then I found out that your cart needs to be empty before you click through TCB and then add items to your cart after you click through. Not sure if that's what you've been doing but the problem went away when I did that. Now I'm getting all of my rebates. Keep you cart empty and see if that works.

I always have TCB send my money to my Paypal account and then I send it to myself from there.  I try not to give my checking acct # to anyone if I don't have to.

All retailers have the option to decline payment, although I'm not sure why.

 

Last year I ordered some protein shakes from Walmart and the rebate percentage that day was 10%.

 

It was later declined and I learned that Walmart considers that food and doesn't give rebates on food.  Can you imagine everyone shopping for their groceries at Walmart and getting rebates for weekly purchases?  They'd go out of business!
