Returns, returns, returns......

It seems that 8 out of every 10 pieces I receive have been returned by someone else. Does the Q have that many dissatisfied customers or do that have such a limited inventory? The problem is that many items that are returned because they are defective in nature, but are not inspected by Q staff before mailing it out to another customer, thus the returns, I guess.
