To me, the outfit pictured in OP looks like something a call girl would wear. But take that very same outfit and substitute skinny jeans for the cutoff shorts-- and make the white tee a little longer-- and that's a look l like and would wear.

I think it's cute when these young girls/guys think they're on to something 'new'.

 

I was a teenager in the 70s; you gals remember wearing construction boots with EVERYTHING?

That look can be easily created.  I've seen jackets similar to that in cotton.  The leather jacket is just for the picture to give color, detail elements, and color.  All neutrals can be very strikeing.
