Question regarding international cell phone use....

Is it better to adjust your cell phone plan for international calling or to download an ap or program (skype or g-chat or another) instead? DD is travelling to Dublin and London and will only have WiFi in the hotel lobbies.

When my older daughter travelled internationally the only option was to arrange service through the cell phone provider, but we have been told that there are aps for this now. Any advice is appreciated if you are familiar with this subject. TIA.Smile
