What do you think about using paint balls, fireworks, and loud noises on wildlife?

Some of you might be aware of the Norfolk Eagle Cam and the nest situation. the nest was destroyed but the eagles are not in the nesting season until November. Hopefully they move on but if not the city is planning to use those things against them. I might be ok with the noise but not the other two methods. However, all of them seem ridiculous and a waste of money.
