No charge for sizing down? Seriously? The jeweler has to spend his time melting the metal, reducing the size and reshaping the ring correctly and he's going to do it out of the goodness of his heart? I don't think so!

I do not think I've ever paid to have a ring sized down. I do think the jeweler does it out of the goodness of his heart and the fact we've bought a lot from him.
