Time spent at a government job doing non-governmental work on government time could be construed to be theft in office. (That is, getting paid for being at work when not doing work).

@sunshine45, you are probably right. I don't know what the government rules are regarding social media, but I would be surprised if they are different in any significant way from private agencies.
My point was just to counter the idea that federal workers are somehow more likely to use computers for their own personal activities.
