Need Help with eBay Problem

I purchased an item on eBay and it is not as described. I paid for it with PayPal. So how do I know where to start the resolution process? eBay says to start the resolution process with them, and PayPal says to start the resolution process with them. Any suggestions or experiences? I've already contacted the seller, and she isn't willing to resolve. Thanks!
