My neighbors have 2-3 forms of insurance while combat vets get the shaft

Three of them are former vets. They have veterans insurance along with private and or medicare. One guy has all three. None of them were in combat, they signed up when vets hospitals needed patients. They all go to the VA hospital for routine healthcare because its cheaper. Now our current vets have to wait months and months in line to get benefits. What's wrong with this picture?
