In your opinion, who is wrong here?

A man known to the woman walks up behind her in the parking lot of their employment site and throws his arms around her neck and shoulders from the back and hugs her tightly. She struggles to get away and says "stop it," and he just laughs and says he's just wishing her a Merry Christmas. He does not stop hugging her, so she bites him on the arm (through his sweater, does not break the skin).

Everyone thinks it's funny, no problems in any legal way. However, people have different opinions about who was wrong.

So, in your opinion, who was wrong?
