ideas for applying cream blush over a powder foundation?

Is it possible to use a cream blush if one uses a powder foundation? I currently am still using my BE matte (although very unhappy with it lately and am on the hunt for a natural looking tinted moisturizer, may try Josie Maran). Anyway, I have the JM color stick and was wondering if there any any tricks to applying it over powder foundation? Will it pull the foundation off as I'm rubbing the color stick in?
