Is HD finishing powder really just silica powder?

I read this online, and though I know there are other ingredients in the IT powder, the MUF, and the Tarte Smooth Operator, but might I get similar results from just using a cheap cosmetic grade silica powder? Or do the other ingredients actually matter? I don't know much about ingredients but likely some of then are merely for color, anti-clumping, etc...
