Discolored elbow - Ideas how to correct

Not sure when or how it happened but a patch of my right elbow is much darker in color than the rest of the skin on my elbow. I have scrubbed and picked at the discolored skin. Nothing seems to help. The skin is now cracked and still discolored. It is not a mole and I think it happened in the past two years.

Does anyone have any suggestions how to get rid of the discolored skin? Does anyone have an idea how it discolored and stayed that way?
