Well, Monaco is certainly unique.  It's a teeny little country whose main source of income is gambling. 

 

People come to the casinos, bringing money, and leave most of it behind. 

 

No need for factories to generate revenue.   I bet most of the permanent residents work in the hotels or casinos.
