I have no idea if this would work, but I wonder if the dogs got to spend some time playing together they would not bark. If yours and theirs are friendly, ask your neighbor if the dogs could have a play date occasionally (your yard or theirs), and maybe they would view each other differently. Or maybe leash walk them together. It would also be a way to let the neighbor know that the barking is disturbing. If the neighbors want to stop the barking, they could always get bark collars which give the dog a little buzz when they bark.
I can only imagine how beyond annoying this must be.

I'm happy to report that the neighbors moved about a month ago and my dogs have since realized they are gone and no longer bark as soon as they go outside. They've also been able to enjoy time in the yard now without having the neighbor dogs fence guarding.
