Any shoe or sustained movement that puts the toes higher than one's heel? It is contracting every muscle/Tendon and ligament is being contracted. Place any muscle group in a fixed contracted position for any length of time? Nothing good will be happening. Flex your biceps muscle as hard as you can(it is contracted) and see how it feels after 10-15 seconds.
That is the physiology of opposing muscles and connective tissues. The less movement a muscle is able to obtain(includes both contraction and elongation), the easier it is to injure. High heels do the opposite, contract the calves and elongate the front side of the legs. That is why many ladies wear heels, I think, as it makes their Calf muscles look more prominent.(no decision attacks please).

I get them, but only when I overdo it, which is infrequently. Initially, I have followed the typical ice, rest, elevation. I also massage with my fingertips. I learned about alternating ice and heat a long time ago and that has worked for me too. Most importantly, as others have said, do strengthening exercises to avoid this issue in the future. You can google. I would also get a good pair of supportive and shock-absorbing running shoes to go out and about in. Forget the "cute" sneakers.
JMO, but I would avoid cortisone shots, especially repeated cortisone shots, like the plague. They should be reserved only for serious issues. You can also research side effects of cortisone shots.
