I found this database of all Medicare Part D, and Medicare D Advantage Plans for 2016.

If you are already on Medicare, you should have gotten in the mail already your CUSTOMIZED "Medicare & You" booklet.
List of available ins co that are allowed to do business in YOUR state/county are all listed.

Almost all the advantage plans have the drug portion included into the plan so no part D is needed.

If someone is wanting to get a Medicare supplement (NOT an Advantage plan) they will need a Part D.
When I was helping a friend compare Part D options, she found a plan that was Humana/Walmart for about $16 a month ..... Since Walmart has the best precription drug price negotiating power in the world, because of high volume buying, Humana had a head start on keeping costs low.
Don't know if this is available outside California, but I do know this is a good plan.
