Ingrown toenail that won't quit ?

I got a pedi about 3 years ago, which cause this ingrown toenail. My foot doctor keeps removing the nail, not the whole nail but most of it. This thing hurts again, this is the 3rd parital removal ...What gives ?? I do not wear tight shoes, why can't this thing go back to normal ?
