I know you'll check with your doctor.  My sister gets horrible brusing with some meds she's on, so she cuts back and they go away.  That looks like broken blood vessels under the skin, but I wouldn't say, not being a doctor.  Please check with your doctor.  I won't be guessing.

Most likely a broken blood vessel.  I hope you're going to let your doctor know.

DH’s bp meds causes his skin to be more sensitive and yes looks like bruising. However DH’s don’t break and bleed like OP says. They usually appear if he bumps something. Please consult with your doctor.

This looks like Petechiae—or petichial rash.

Google search gives some possible causes, but the only one who can tell you for sure is an MD.

Meds may need to be adjusted or you may need supplements ... but only follow the doctor’s instructions.

My MIL who is almost 85 years old, has these on both arms and a couple on her legs.  She said she can barely bump something and that bruise area shows up!  She also takes a lot of meds that have bruising as a side effect.  But the photo you posted looks exactly like her arms (which she says are bruises from barely bumping into things)!!

As people age, their skin becomes thinner, tears easily and readily bruises.  I was discussing this with my doctor and she picked up the phone and called the geriatric department at the University of NM and asked if anything could be done about it.  They suggested using an estrogen cream.  This is prohibitively expensive plus my doctor didn't advise taking or using estrogen.  Now if I'm going to do something like work in the yard, I throw on a long sleeve shirt.
