ITA Get measured, it is extremely important. Craigslist can get her started once she knows her proper frame size. Consider buying a women's saddle, it is designed to alleviate pressure on our sensitive parts.

I own a beach cruiser. None of the fancy stuff for me. I hate those brakes & cables on the handlebars.
