I remember hearing that chant in the '60's from a friends' mother who had chanted it in her Uni. of Nebr. sororiety! Of course our entire group of Jr. High girls learned it with giggles and glee.
My mom went out-of-state for her education and didn't know the chant, but laughed at it as well.

You and @SilleeMee already did, though.
When I was in Physical Therapy for awhile last Winter, I asked the therapist what was good for toning that specific area and he said to use a resistance band.
I already had some at home and had bought mine from Amzn.
They came in a set of three and one was light and one was medium-weighted and one was heavy.
You can start out with the lightest one. To make it tighter and more resistant you can just wrap more of it around your hands.
They should come with exercises, too.
The therapist had also told me that when you tighten up your upper arm area, you're also strengthening your biceps and your upper back, too.

I always wear long or 3/4 sleeves. I haven't liked my arms for a long time!

I see a lot of women my age who do not have them. I don't know what they do but they still have pretty decent looking arms. I don't like them but I guess they are probably here to stay.
