Does body weight determine how much you take?

Weight, no.  Body fat, yes, in some supplements like Vitamin D because Vitamin D is trapped in fat.

Most of the foundational supplements it doesn't matter what you weigh or if you are a man or a woman.

What is the best time to take certain supplements, like circulation & vein support?

It can be taken any time of the day, some take one in the morning and one in the evening, but they don't work better at night.  So if you have "restless legs" it won't help to take it at night.  It's best to take all your supplements with food because the nutrients are designed to be absorbed and digested

Cal/Mag is soothing and relaxing so some people like taking them at night.

B Vitamins at night can be stimulatory for some.

D3 Vitamins at night can be stimulatory for some.

Always take your supplements with food because they are better absorbed.
