LUG Puddle Jumper 2 or Boxer?

Going on a cruise next spring and looking for a bag I can use as a 'personal item' carryon in addition to my wheelie. I would like to stow it under the seat but don't want to be flagged for it being too big.  New to Lug and was looking for some input as to which would be a better opiton for size, storage and functionality. Thanks!

@sweetP  I don't have the Boxer but I do have the PJ - the one that was the TSV last summer with the extra bag.  Used the PJ for the first time this past summer on my trip to England and it definitely would not have fit under my seat on United.  I had an aisle seat and those, typically, don't have as much room as the middle or window seats cuz of some stupid metal box thing underneath them.  I had to put it in the overhead.
