From the article ... not surprisingly 

 

News outlets, including CNN, Esquire and Travel & Leisure, mistakenly reported this week that starting in 2021, U.S. travelers will need a visa to visit Europe.

I think it is more or less a definition issue.  Might not be a visa, but still something that must be done before you leave.  They are advertising it a anti-terrorist measure.

Fortunately for DH and me after 40 years of traveling, we're finished going to Europe or any other continent.  Staying closer to home in the good old US of A!
