I'm not positive, but I don't think it's a "picture".

 

I think it's a TV tuned to one of those stations that offers different scenes.

@QVCaddict101  I think it's her TV, but I've seen similar framed pictures with led lights available at Kirklands during the holidays.  

 

Been very tempted many times to pick one up, but if I remember correctly, didn't buy them because they only had on/off switches and no timers.

 

If you have a smart TV, there are several that you can choose from.  Just go to youtube and do a search for Christmas screen savers tree and snow and some beautiful ones come up. 

 

You can also do it on your laptop to see what is available.
