high point of shoulder, I believe
per google
highest point of the shoulder to the bottom hem of the shirt (or dress)

According to google, it means "high point of the shoulder" - length of shoulder seam from sleeve to neckline. A true seamstress may describe it differently.

Be aware that it means the body high point, where the neck meets the shoulder.
May or not mean the garment. Like strapless.
