Because Melanie was sweeter and kinder.  He could see Scarlet just wanted a man harem.

I've always found Scarlett to be a complex and complicated character.

Much, much more than a mere man-eater.

Her ultimate goal, post-war, was money and the security and stability it could provide.

Men were the tools to achieve her goal, using her wiles and feminine "charms", so to speak.

I do think she developed true affection and perhaps even love for Rhett.

From the book:

"She had never understood either of the men she had loved and so she had lost them both.

Now she had a fumbling knowledge that, had she ever understood Ashley, she would never have loved him; had she ever understood Rhett, she would never have lost him."

Ashley was a weak milksop and he knew he could not tolerate or put up with Scarlett.  Melanie was a gentle soul that he could handle.

Ashley knew they were too different to be happy. I think he was extremely attracted to her, but didn’t truly love her.

@Imaoldhippie I found him extremely wimpy, especially compared to the Tarleton twins, the Calvert boys and many other young men in the book.

At one point Scarlett is insisting that Ashley loves her for her mind and Rhett points out "My dear, he doesn't know you have a mind." True.
