Scandal - Question

I am very confused about something and it is driving me nuts.  Why did the "bad guys" (that new woman with the ponytail and the man she works with) want Jessie  killed.  I thought they wanted to frame Cyrus for the murder.  Now there is no one who can be a suspect.   Could someone please clarify this for me?
