@itsmetoo   The other party was charged, too.  It doesn't sound to me like it was her fault.

@NickNack   Yes, both she and the other party were charged.  She passed the DUI test and the other party didn't have their lights on.  It made me wonder why she was charged at all if she wasn't drunk and the other boat had no lights.  Maybe there is more we don't know.
