sometimes you can find them with a last name and location.
Is your mother still living? If not, her parent's names should be on her death certificate. If she is still living, her parents names will be on her birth certificate.
There is also the census if you know where she grew up. The last census released was 1940 I believe. Go to family search and type in the last name and location and there may be a link to the census. THere is also a census site, but it is a pay for play site--it will give you some basic information though. I've found several ancestors there.

@SeaMaidenI think you can use Ancestry.com to create a tree and search records without having a paid membership. (At least this is how it was when I started using it.) You can see the record of the census (listing names and ages) but not the actual census page without a subscription. Family Search as others have suggested is always good. And never underestimate Google! I've found a lot of information by just searching combinations of last names and locations.
