Chicago PD fans, what's that flag/patch with the stars on it?

Its all over the place, on the walls, on the uniforms.  Its got either four or five red stars on white.  My neighbor who is from Chicago doesn't even know what it means.

@depglass   I never really noticed it, but I Googled flag with red stars Chicago PD, and the only thing I got was Municipal flag of Chicago.  If you Google it all of the explanation of the meaning of each star is there. They also have a picture.  I hope it was the one you were talking about.
