Who's in charge of these forums?

Who's in charge? Is there ANY way to keep the comments with the correct forum topic? I am sick of trying to get info and opinions on kitchen, home, or other products and all I see is someone yapping about their cat, dog, what they bought at the mall, their opinion on a TV show, pray for rain etc. etc STICK TO THE TOPIC.
